Milton Seaman Reservoir
Since 2004, LRE staff has assisted the City of Greeley with the NEPA and 404 permitting processes for the proposed Seaman Reservoir expansion project. LRE first represented Greeley on the regional Halligan-Seaman Water Supply Project (HSWSP). This involved helping Greeley and the other project sponsors develop and review technical reports, evaluate project need, biological and water quality issues associated with existing reservoirs in Loveland and on the North Fork of the Cache la Poudre River, develop NEPA and permitting strategies, clarify the project purpose and need, identify alternatives, develop scopes of work for the U.S. Army Corps of Engineers (Corps) Third-Party NEPA Contractor, and oversee the work of subcontractors performing engineering design, fisheries, wildlife and wetland studies. More recently, LRE has been assisting Greeley as an owners representative in the areas of NEPA, 404 permitting, and water quality on its own Milton Seaman Water Supply Project (MSWSP). Both the HSWSP and the MSWSP require a Corps EIS due to the need for a 404 permit.
